INTRODUCTION
Many times a situation is exposed in the news media of corrupt practices in public institutions. These events are almost commonplace and when we come across such a news item in the newspapers, were prone to just simply turn the page, seeking a more interesting article.
In the case of an institution where homeless, or unwanted, children are housed, however, there are too many other factors and influences which affect the lives of those children. Where there is dishonesty and corruption in the authorities who run such institutions, there is no doubt that of that dishonesty will rub off on those who are directly involved with the allotments and funds of such institutions.
Another factor which enters such situations is the subject of sex. In the cases of mixed groups, or youths of different age groups, there is a certain amount of curiosity—different ages of maturation in the different children and, unless closely guarded, these children will discuss, and often experiment with sex.
In the case of homosexual encounters in such experiments, are we to consider such children perverted?
“… Not all offenders are sex perverts; a young man indulging in sex play with a girl just below the age of consent is not a vicious, depraved monster.
‘It may be stated that at least eighty-five percent of the younger male population could be convicted as sex offenders if law enforcement officials were as strict as most people expect them to be. The stray boy who is caught and brought before a court may not be different from most of his fellows, but the public not knowing of the near universality of adolescent sexual activity, heaps the penalty for the whole group upon the one boy who happens to be apprehended.”’
The youths of this book are the product of such an environment. They are the product of influences around them. It was the adults who greatly molded these boys into the “animals” they grew up to be. It is these adults who should bear the brunt of the blame.
Naturally, we are prone to say that there was a shortage of personnel, misappropriated funds, dishonest individuals, etc. Yet, those who are dedicating their lives to molding the lives of the homeless young carry the burden of awakening a sleeping public to the facts that exist and the corrupt influences should be immediately rooted out so that the others can practice their dedicated trade as best they know how. Other solutions can be found and other methods established, which will make up for lack of personnel. There are many alternatives which can be resorted to when the facts are known.
With these thoughts in mind, let us enter the lives of hundreds of lonely children and see the stark reality of their existence to see why some of them mature at a very early age—why they never see the childhood which are deprived them because of their unfortunate circumstances.
